As the name suggests, it's used to manage the files in an account and all File Managers support a range of standard features - browsing, moving, copying and deleting files. Some Control Panels may provide you with more advanced capabilities also - changing file and folder permissions or creating and unpacking archives. Though files can be uploaded and downloaded using an FTP client, the File Manager is used way more often, so the simpler to use it is, the easier it shall be for you to manage your online presence as a whole.
